As a 1981 batch Indian Administrative Service (IAS) officer, his career began with a focus on science and technology as a Scientist in the Department of Atomic Energy, Government of India. His academic credentials are equally impressive, holding a Ph.D. from Birla Institute of Technology and Science (BITS) Pilani, a Master’s in Social Policy Planning from the London School of Economics, and a Master’s in Physics from IIT Delhi.
Dr Goyal's extensive experience in public administration, particularly in Rajasthan, showcases his transformative impact. He served as Additional Chief Secretary and Principal Secretary in multiple departments, demonstrating his ability to turn around public sector undertakings from loss-making entities into profit-generating assets. Notably, his leadership in the Rajasthan Tourism Development Corporation, known for the ‘Palace on Wheels,’ highlighted his capability to revitalize and innovate within the public sector.
His leadership extended to significant initiatives like the ‘Solar Water Pump Program,’ which became the cornerstone of the Government of India’s Kusum Scheme, now recognized as the world’s largest solar pump irrigation program. Dr Goyal's international exposure, including his tenure as an Eisenhower Fellow for Good Governance, further enriched his perspective, enhancing his role as an advisor to organizations such as the Solar Energy Corporation of India and Hindustan Zinc Ltd.

As the Executive Director of HG Infra, my leadership philosophy centers on fostering a collaborative and innovative work environment. My approach goes beyond merely setting a vision, it involves empowering the team to achieve that vision through shared goals and mutual respect.
Integrity stands as a core value in my leadership approach. Upholding honesty and ethical practices in all our dealings is essential for building trust and maintaining our reputation. We prioritize transparency in our operations and communications, ensuring openness both within the organization and with external stakeholders.

What is your view on the current state of the renewable energy sector in the country, and what have been the major achievements over the past year?
India has made impressive progress in the renewable energy sector. The government's ambitious target to achieve approximately 43 percent renewable energy by 2030 has led to a substantial increase in capacity, particularly in solar energy, which now contributes over 65 GW to the national grid. This growth has been fueled by supportive policies and significant investments. India's active participation in international coalitions, such as the International Renewable Energy Agency and the G20 Energy Transitions Working Group, underscores its role in leading global renewable energy efforts.
Additionally, we have witnessed notable advancements in green hydrogen, wind energy, and the integration of renewable sources into the grid. These developments further reinforce India's position as a leader in the global energy transition.
Tell us about the company's sustainable practices. As a leader, how do you perceive the responsibility toward green construction?
At HG Infra, we are deeply committed to sustainability, aligning with the government's goal to cut carbon emissions by 1 billion tonnes by 2030. Our approach includes integrating eco-friendly practices throughout our operations, such as utilizing renewable energy sources and implementing effective waste management strategies. For example, we have established Sewage Treatment Plants (STPs) and advanced drainage systems at our construction sites to manage wastewater efficiently. Our green procurement strategies include using recycled materials like fly ash and plastic in road construction, supporting resource conservation. We have also converted 17 of our diesel trippers to operate on Compressed Natural Gas (CNG), thereby reducing carbon footprint. By transitioning to grid electricity, the company managed to reduce its reliance on diesel generators.
We are also innovating by replacing conventional soil with inert materials in embankments and actively engaging with stakeholders through environmental initiatives like tree-planting campaigns. In FY 2023- 24, we planted one lakh saplings and aim to plant 1 Lakhs 10 thousand in FY 2024-25.

As a leader in the construction and infrastructure development sector, how do you view the evolving market demands and the need for highquality solutions within budget constraints?
Navigating the changing market dynamics and the need for top-tier solutions within tight budgets is a significant challenge. The industry is increasingly focused on sustainable and efficient construction practices due to environmental concerns and regulatory demands. Government targets for renewable energy and decarbonization drive the adoption of greener technologies and methods.
HG Infra tackles these challenges by harnessing technology to optimize resources and boost productivity. We use advanced project management tools and Building Information Modeling (BIM) to enhance planning accuracy and minimize waste. These technologies help us streamline operations, track real-time progress, and make informed decisions, ensuring timely project delivery within budget while upholding high standards.
Value engineering is also vital, allowing us to assess project components and find cost-effective alternatives that maintain quality. For instance, using recycled materials like fly ash in road construction supports both sustainability and cost management, enabling us to deliver exceptional solutions despite budget constraints.
What opportunities do you see in the highways, metro, and railway segments, and what are your future plans?
India's infrastructure sector offers vast opportunities, especially in highways, metro, and railway segments. The Bharatmala Pariyojana, aimed at upgrading approximately 34,800 kilometers of roads, and the National Infrastructure Pipeline (NIP), which supports projects worth over ₹111 lakh crore, create significant prospects for involvement in major infrastructure initiatives.
We are well-positioned to explore participation in these large-scale projects, including Build-Operate -Transfer (BOT) models, where we can act as EPC partners with various BOT companies. We plan to actively pursue these projects, incorporating advanced construction technologies and sustainable practices to enhance outcomes.
In the metro rail sector, we aim to integrate advanced technologies and energy-efficient solutions, aligning with the demand for modern transit systems.
The railway sector, driven by a ₹2.55 lakh crore investment, focuses on multi-tracking, electrification, and network expansion. Our future plans include improving operational efficiency and infrastructure resilience, contributing to the development of new rail corridors and station upgrades.
