Cambodia aims to enhance its digital landscape through a partnership between the Ministry of Industry, Science, Technology & Innovation (MISTI) and the DFINITY Foundation, a Swiss non-profit focused on blockchain and AI. This collaboration seeks to establish Cambodia as a leader in Southeast Asia's technology sectors, particularly in blockchain, AI, and sovereign cloud technologies. By utilizing the Internet Computer Protocol (ICP), the partnership will drive technological development with a focus on scalability, transparency, and smart contracts to boost national infrastructure and digital innovation.

MISTI announced its partnership with DFINITY during Singapore Blockchain Week, signing a Letter of Intent (LOI) to transform Cambodia into a regional hub for blockchain, AI, and cloud technologies. The initiative will focus on sovereign cloud technology, smart city infrastructure, and blockchain solutions that enhance transparency, scalability, and security for national development. The DFINITY Foundation will provide technological expertise and research opportunities, enabling Cambodian entities to collaborate with global and local academic institutions.

Hul Seingheng, Undersecretary of State at MISTI, emphasized that this partnership is a significant milestone in Cambodia’s technological innovation journey. It aligns with the goals of Cambodia’s Science, Technology, and Innovation (STI) Roadmap 2030, which seeks to leverage technology to enhance the digital economy and society. By integrating blockchain into national infrastructure, Cambodia aims to create more secure, scalable, and transparent systems to support its smart city initiatives.

The emphasis on smart city infrastructure aims to enhance urban living through advanced technologies. Cambodia plans to utilize ICP’s decentralized blockchain solutions to develop secure, transparent, and scalable city operations. Integrating blockchain into smart city planning is essential for creating a modern, efficient urban environment. The partnership will also foster research and innovation, promoting entrepreneurial growth in Cambodia’s tech sector. Seingheng highlighted that this collaboration supports Cambodia’s long-term vision of becoming a regional leader in blockchain and AI, encouraging technological advancements and establishing the country as a major hub for digital innovation.

Dominic Williams, Founder and Chief Scientist at DFINITY, expressed enthusiasm for collaborating with Cambodia’s forward-thinking government. He highlighted that integrating blockchain and AI could significantly enhance the country’s digital infrastructure, helping it reach its economic potential in the digital era. Williams noted that ICP’s scalability and transparency would be crucial for developing smart cities with secure, immutable infrastructures. This partnership is part of DFINITY’s global initiative to engage with governments and organizations, sharing knowledge on sovereign cloud technology. The foundation is dedicated to promoting data sovereignty and innovation across Southeast Asia while supporting entrepreneurs and tech organizations with its blockchain expertise.

The collaboration between MISTI and DFINITY is expected to have a lasting impact on Cambodia’s digital and technological landscape. By focusing on the development of smart cities, sovereign cloud technology, and blockchain solutions, the partnership aims to create a secure and transparent infrastructure that will drive the nation’s innovation efforts.
